It does not snow in october in proper Manali so temperature would be pleasant to cold in Manali and very cold at Rohtang. Whereas Kashmir is paradise on earth so i would be a fool to describe Kashmir. Only advice i can give is if you are on low budget and less time Manali would be better option else go to Kashmir.
